
Frank Lowe
Director of Programming
In his role as Director of Programming, Lowe is responsible for designing and implementing high quality and effective classes, training and rehabilitative services for LifeHouse Group residents. Lowe provides management supervision to program staff and he assists other members of the management team in ensuring that all programs are compliant with regulatory requirements and agency contracts. Lowe brings 20 years of direct experience in substance abuse services and supportive housing, including comprehensive knowledge of the issues that affect vulnerable, at-risk populations. Most recently, Lowe served as the Clinical Director of MAT for PLCCA in Maywood, Illinois, where he was responsible for organizing all facets of substance abuse programs. He has an extensive background in clinical supervision and supportive services with several well-regarded organizations throughout the Chicago area. Lowe received his bachelor’s degree, with a focus on social sciences, and a Master of Arts degree in community counseling, along with a graduate certificate in nonprofit management from Roosevelt University. Lowe also is certified as a CADC counselor, a harm reduction facilitator and in SOAR. Lowe uses a “housing first” philosophy in his work at LifeHouse Group, believing that a stable residential environment provides vulnerable populations with the platform needed to achieve family reunification, a healthy lifestyle, and job-related successes.
